Según el informe sobre los recursos destinados aInvestigación, desarrollo, innovación y digitalización, el presupuesto total de la Política de Gasto 46 del Proyecto de PGE 2021 contará tanto con la aportación de fondos nacionales como con la de fondos europeos procedentes del Plan de Recuperación. Mientras que el aumento de los fondos nacionales es de 530 millones, un 7,51 % más que en 2018, el total de los presupuestos se incrementará casi 5,3 mil millones de euros respecto de los últimos aprobados, hasta alcanzar más de 12 mil millones. Esto supone un crecimiento del 74,8 %. La mayor parte de este incremento corresponde a los fondos europeos aportados, que ascienden a más de 4,7 mil millones de euros y suponen un 17,8 % de del total de los fondos europeos previstos para España en 2021.

Public–Private Partnerships (PPPs) have been widely applied as credible models for the development and operation of public infrastructure. Through private sector involvement, the public sector manages to better control costs and debt levels and, in return, offers to the private sector access to new long-term investment opportunities. For PPPs to be successful, proper identification and management of risks are pivotal and reward mechanisms need to be carefully constructed to allow both sides to play to their respective strengths, benefit from the deal and extract value from it. This study intends to answer two key questions: How to apply PPPs and similar partnering modalities (e.g. concessionary models) to the development and sustainable operation of Science and Technology Parks (STPs) and Innovation Districts? What are the key features of currently existing PPPs for STPs and Innovation Districts?

The rapid pace of technology advancements, the open innovation paradigm, and the ubiquity of high-speed connectivity, greatly facilitate access to information to individuals, increasing their opportunities to achieve greater emancipation and empowerment. This provides new opportunities for widening participation in scientific research and policy, thus opening a myriad of avenues driving a paradigm shift across fields and disciplines, including the strengthening of Citizen Science.
