This Final Report summarises the key findings of the Horizon Europe - Policy Support Facility’s Mutual Learning Exercise (MLE) on Bridging the Gap between Science and Policy. Fifteen countries participated in the MLE, exchanging information about national initiatives and approaches used to support and develop evidence-informed policymaking, and to discuss ways to improve national S4P ecosystems. Four key themes – knowledge-sharing, enabling conditions, evaluation and assessment of S4P ecosystems, and trust in S4P – structured the MLE work. This report highlights the key insights generated and recommends areas where action is needed to improve S4P ecosystems and related policies.

This report builds on the 2021 study on evidence-informed policy making (EIPM) for SG REFORM. Both reports are based on the notion that accessing and applying science-based knowledge improves the quality of the policy process, within the context of other forces that shape policy debates and decisions, such as values, ideologies, public preconceptions and expectations, and ultimately political judgements. This study focuses on EIPM ecosystems: the nexus of relations and connections between policy makers, knowledge generators, and the boundary organisations that bring them together through liaison, coordination, forums, financing and other instruments.

This report examines the emerging field of exposomics, which studies the cumulative impact of environmental exposures on human health. It highlights the limitations of established environmental health research and advocates a more comprehensive approach. The report explores exposomics' application in various sectors, including urban planning, chemical safety, climate adaptation, child health, workplace safety, clinical practice, and citizen empowerment. It emphasises the need for improved exposure assessments, integration of data, international collaboration, and sustainable data infrastructure. The report discusses the potential of artificial intelligence in advancing exposomics, and addresses ethical considerations for the field. Finally, the study outlines options for integrating exposomics into EU policies to improve public health, regulatory decision-making, and innovation. It highlights the opportunity to create a large-scale European Human Exposome Initiative to position the EU as a global innovation leader.

Technology standards are the silent powerhouses behind today’s digital economy. A new dataset shows the deepening links between patents and standards. More standards documents are being cited as prior art on patent applications for digital technologies, and the EPO now has over 5.5 million documents from standards development organisations in its databases.The Unified Patent Court is becoming the forum of choice for disputes over standard essential patents.

Executive summary

This report presents the 2024 edition of the Innovation Output Indicator (IOI), a composite indicator published by the European Commission since 2013 to offer an output-focused metric of innovation performance at the country and EU levels. The IOI measures countries’ capacity to derive economic benefits from innovation by tracking the extent to which innovative ideas reach the market, create knowledge-intensive jobs, and increase country technological capability.
