This paper provides a rationale on why investing in research and innovation (R&I) matters for Europe. It describes the potential of R&I to strengthen EU's competitiveness, support a green and sustainable future, and build a fair European society. EU's R&I performance is presented, of which the R&I investments compared to global peers, EU's main strengths and weaknesses and EU’s added value. The paper also highlights the importance of well-designed R&I policies, integral of the overall policy design and provides pathways to strengthen current public and private efforts to reap the full potential of R&I.

The Commission Communication on the New European Innovation Agenda (NEIA) was adopted on 5 July 2022. The NEIA aims to position Europe at the forefront of the new wave of deep-tech innovation, developing new technologies to address pressing societal challenges, and bringing them to the market. Deep-tech innovation is about innovation rooted in cutting-edge science, technology and engineering. This innovation often combines advances in the physical, biological and digital spheres and has the potential to deliver transformative solutions in the face of global challenges. Based on the progress made and on the evolving European and global context, this report identifies the next steps for the implementation of the NEIA.

Entrepreneurial education in most economies continues to be assessed as poor by national entrepreneurship experts, according to the Global Entrepreneurship Monitor (GEM) 2023/2024 Global Report, titled 25 Years and Growing. It’s been 25 years since GEM began assessing the state of the art of entrepreneurship in the world. Over that time, entrepreneurship has taken its place on the global stage as a key component of the health of economies worldwide. However, some indicators like entrepreneurial education, have not changed much over time, thus requiring further action from policymakers and other stakeholders.

What does ‘digital’ mean in the context of scientific organizations? And how can they benefit from it? The exploration of these fundamental questions, through workshops and surveys, resulted in a collection of diverse case studies, that exemplify how digitalization can be leveraged to create deeper connections, generate value in novel ways and transform organizational structures and operational models. Digitalization is not just about adopting new technologies but also about embracing a cultural shift that redefines how scientific communities connect, collaborate and create value.

Since 2020, a series of shocks to the global economy has had significant impacts on small and medium-sized enterprises (SMEs) and entrepreneurs and their access to finance. Most recently, significant inflationary pressures have led to tighter lending conditions, limiting the flow of finance to SMEs and acting as a barrier to investment. Financing SMEs and Entrepreneurs 2024: An OECD Scoreboard monitors SME and entrepreneurship financing trends, conditions and policy developments in close to 50 countries.

Science communication aims at the successful sharing and explanation of sciencerelated topics to a wider audience. In order to enhance communication between science and society, a better understanding of citizens’ habits and perceptions is needed. Therefore, it is vital to understand how citizens acquire knowledge about science- related issues, how this knowledge affects their beliefs, opinions and perceptions, and what sources of information they choose to learn about science – and how they assess their reliability. This book addresses these questions, based on the analyses of public consultations data from Italy, Poland, Portugal, Slovakia and Spain, concerned with the science communication of issues including climate change, vaccines, complementary and alternative medicine (CAM) and genetically modified organisms (GMOs). Sharing experiences of how to engage citizens in public consultation, it provides insights into the mobilisation of interest in science and offers recommendations on how to improve science communication.

Policy- and decision makers deal with complex, knowledge-demanding challenges for which simple solutions do not exist. Science can and should support them by providing rigorous evidence that enables a better understanding of the problem and assessment of the likely implications of the options available. This type of contribution is able to improve the quality, effectiveness, and efficiency of policy making. This Guidance aims to support Science Europe's Member Organisations to develop their activities on 'Science for Policy', but may also be relevant to research funding and research performing organisations, as well as the broader policy and research communities.

As AI technologies evolve at an exponential pace there are many questions and challenges for IP and the IP system. The purpose of this IP policy toolkit is to provide policymakers with a framework to understand the state of play of AI innovation right now and to think about the future as AI becomes increasingly autonomous.
