This guide offers a set of reflections and practical suggestions to help journalists of any background approach science communication in times of crisis more effectively. Earthquakes, wildfires, droughts, floods, and other natural disasters, along with the social impacts of AI and other emerging technologies, are no longer the exclusive domain of science reporters. In times of crisis, all journalists, including those not specialised in science and technology, are called to report quickly and accurately, often under pressure and with limited access to verified information. The way journalists frame a story, the experts they choose to interview, and the messages they highlight can significantly influence how the public understands a crisis and how they respond to it. 

This study presents a novel complexity-based framework to analyse fragmentation in the EU’s R&I system, highlighting hub connectivity as a critical factor. Drawing on extensive patent and publication data (2000–2023), it finds that European hubs are significantly less interconnected than their US counterparts, particularly in complex technologies such as AI, biotech, and quantum computing. The research underscores not only a performance gap but also structural inefficiencies, calling for more targeted, cross-regional policy interventions to enhance Europe’s innovation competitiveness.

This study explores the design of future Framework Programmes for Research and Innovation (R&I) in the European Union. Employing a foresight methodology – comprising a literature review, case studies, scenarios and foresight workshops with stakeholders – the study examines prevailing discourses on Framework Programme structures, identifies key R&I trends, and analyses the challenges posed by current developments. It presents a set of hypothetical programme structures alongside policy recommendations to optimise the Framework Programme for fostering effective R&I across the EU.
