Having a well-functioning risk capital market is crucial for innovation, economic growth and investments. However, the need for external risk capital very much depends on the concrete business model. Credit plus retained earnings will be sufficient to address the investment needs of many SMEs and small mid-caps. This secures the creditor a predictable repayment profile and return, whereas the borrower gets to keep the entire upside from the investment. With equity finance on the other hand, the investors are not guaranteed any return, but instead they buy into the potential future earnings of the company. As such, equity finance is well-suited for the few high-risk, high-return profile companies, which are ineligible for credit. This typically characterises innovative companies where high scale-up is possible. Such companies are often found within ICT, life science and technology sectors.

This seminal document is the result of extensive consultations and deliberations with EUA members and partners over a six-month period in 2020. La Convocatoria de ayudas para el fomento de la cultura científica, tecnológica y de la innovación en su edición de 2017 recibió 645 solicitudes. Finalmente fueron 205 los proyectos que, seleccionados por la Comisión de Evaluación, de acuerdo a los criterios establecidos en la guía de evaluación, se ejecutaron a lo largo de 2018 y 2019. Este catálogo recoge quince de estas 205 actividades, ordenadas alfabéticamente, que han destacado en alguno de los criterios utilizados en la evaluación de la Convocatoria: objetivos, impacto, originalidad, formatos, públicos, etc.

Smart Specialisation is conceptualised as research and innovation policymaking encompassed in a holistic place-based view of development. This report focuses on the new generation of Smart Specialisation Strategies and their expected impacts. The main objective is to make sure the links between all the components of the implementation of a strategy strengthen the overall coherence of the public intervention.

This paper analyses ‘mission-oriented innovation policies’ (MOIPs), a new type of systemic intervention that a growing number of countries has implemented in order to tackle mounting societal challenges. These policies aim to alleviate some of the most prevalent weaknesses within many national systems of innovation, notably the lack of holistic strategic orientation and policy co-ordination, and fragmented policy mixes. This paper leverages a dedicated analytical framework to systematically explore the challenges and opportunities that these policies present at initiative and country levels. In doing so, it provides a better understanding of the different ways in which governments design, fund and coordinate MOIPs, and contributes to broadening the range of options available to either improve or initiate this policy approach.
